The act provides for 3 strong steps forward, and maybe a couple steps back
etirement plan leakage is an expensive
problem. Estimates of leaked
amounts
vary, but,
in its 2019
study " Retirement Savings, " the Government
Accountability Office reported that,
in 2013, participants in defined contribution
plans withdrew about $29 billion in
the form of hardship withdrawals, cashout
lump-sum payments made at job separation
and defaulted loan balances. And a
2021 study performed by the Congressional
Joint Committee on Taxation showed that,
according to tax returns for 2003 through
2015, workers 50 and younger withdrew
22% more annually than they contributed
to the retirement savings system.
The SECURE-for Setting Every
Community Up for Retirement Enhancement-2.0
Act contains several provisions
designed to reduce leakage, including
automatic portability and an option to
establish
retirement-plan-linked emergency
savings accounts. The latter provision
could help reduce participants' shortterm
budget pressures and need to tap
their plan assets. Further, the act instructs
the Department of Labor to establish a
government-sponsored retirement-benefit
lost-and-found database to help solve the
missing participant problem.
A Well-Coordinated Solution
Sources praised the act's automatic portability
provisions, which Michael Kreps, a
principal in Groom Law Group, in Washington,
describes as " potentially lifechanging
for some participants. " Kreps
notes that, though the estimates of annual
leakage range widely, the potential savings
boost for participants is " massive, " nonetheless.
Even if only half the amount now
getting cashed out remains in plans, that
makes $40 billion to $50 billion retained
in the retirement system each year, he says.
