Thanks to ongoing regulatory initiatives,
more employees have more options for
retirement saving
T
hirty years ago, the 401(k) plan was still a relatively new workplace retirement vehicle, but
today, these and other defined contribution plans are the norm when a company decides to
offer a retirement savings benefit.
Access to workplace DC plans has increased over the years, and the American Retirement
Association says people are 12 to 15 times more likely to save for retirement when a
plan is offered at work. But that option is being added unevenly, with no single event broadly
expanding accessibility, says Brett Hammond, research leader, client analytics at Capital Group
in Los Angeles. " We've taken bites of the apple here and there, " he says. " The positive part is
we're making progress. "
Karen Friedman, executive director at the Pension Rights Center in Washington, D.C., says
despite some steps to improve worker access to employer-sponsored retirement plans, coverage
rates have stuck for decades at roughly 50%.
The lack of access is most pronounced for workers in lower-income jobs or at small businesses,
she says. Legislation over the years has tried to address these deficits, notably the recently
enacted SECURE 2.0 Act-an extension of the Setting Every Community Up for Retirement
Enhancement Act of 2019-which has several measures that provide for these groups.
SIMPLE IRAs
One of the earliest provisions designed to encourage small businesses to offer a workplace retirement
plan appeared in the Small Business Job Protection Act of 1996. This was the SIMPLE-
for savings incentive match plan for employees-through which the employer offers individual
retirement accounts. Available for any small business with 100 or fewer employees, SIMPLEs
