Illinois Municipal Retirement Fund Oak Brook, Illinois
Illinois Municipal Retirement Fund (IMRF) provides retirement, disability and survivor benefits to the employees
of units of local government and school districts throughout Illinois. In this capacity, it has achieved the status
of role model plan and national leader in the field of defined benefit (DB) public pension administration.
Each pension is funded by three sources: member contributions; employer contributions-i.e., Illinois state
taxes; and investment returns. The average employer contribution rate will decrease from last year's 11.24%
of payroll to 9.06% this year. IMRF held $41.4 billion in assets and was 98.2% funded on a market basis on
December 31, 2017, the close of its fiscal year. Over the last 36 years, IMRF has earned an annual return of
approximately 10% on its investment portfolio. The fund is structurally sustainable, and its costs to taxpayers
are manageable. The state legislature granted IMRF statutory authority to set employer contribution rates

Missouri Local Government Employees Retirement System (LAGERS)
Jefferson City, Missouri
Missouri LAGERS administers a multiple employer pension plan (MEP) to all local government agencies in
Missouri, excluding school districts. During the past year, it achieved outstanding portfolio performance,
introduced new legacy plan administrative services, welcomed 19 new employers into the system, and
helped pass legislation that allows more workers access to its plan. This was accomplished while maintaining
focus on customer service and member education. LAGERS earned a 13.70% net-of-fees return
for the fiscal year ending last June 30, beating its policy benchmark by 5.76 percentage points and its
7.25% assumed rate of return (ROR) by 6.45 percentage points for the year. These returns, combined with
a solid funding policy and updated actuarial assumptions, helped the plan increase its funding ratio to
95.6% on an actuarial value basis. It continues to push to be the best public pension system in the U.S.,
