t has often been said that accumulation is the

simple. What has become known as decumulation,
how to turn an account balance into income
and when to take Social Security, is much more
complex. And it isn't just complex for participants;
plan sponsors have their own set of decisions
to make-about the role they will, or will
not, play and the products they will, or will not,
offer. This issue's cover story, " Confronting
Income Challenges " (page 20), serves as a guide
of sorts for how employees can translate their
savings, at a time when employers still have
fiduciary concerns about adding income investment options to their plan menu-

a fiduciary safe harbor for sponsors to use when selecting an in-plan annuity provider
for their defined contribution (DC) plan. In this magazine and on plansponsor.com,
we've devoted many articles to the potential " next big retirement legislation " ; many of
the prognosticators we quote expect it to be one of those bills. However, as we prepare
to go to the printer, the House and Senate have just a few more days-meaning, we all
may be awaiting legislative changes well into 2019.
On a similar note, Investment Focus this issue, " Making It Last " (page 44), focuses
on how employers can help their employees think through questions about retirement
savings and life expectancy, because increased mortality expectations call for greater
savings. Staying on the job, pushing out the retirement date, and continuing to save
in a retirement plan are the first steps toward mitigating longevity risk in retirement.
It was the American Taxpayer Relief Act of 2012 that allowed plan sponsors the
option of establishing an in-plan Roth rollover, or Roth conversion, of pre-tax dollars
to Roth accounts upon a distributable event-an opportunity most beneficial to
employees expecting to be in a higher tax bracket on retirement. When any participant
diversifies his tax impact, it provides a hedge against taxes at the draw-down stage. PS
Coach (page 52) is all about " Roth Conversions. "
Beginning with this first issue of 2019, we've expanded our compliance coverage.

and legal news-content that you, our readers, tell us is essential reading.

behind those workers' decisions.
